Cats are almost invisible in Finland. Despite the vast forests, wild and stray cats don't seem to exists - quite likely the severe winters make survival in the wild impossible.
Domestic cats also seem few and far between with Finnish law requiring any cats outside to be on a leash. Consequently the bird and wildlife is prolific - maybe Gareth Morgan is right after all.

Cats are quite common in Finland but in the urban areas people usually tend to keep them inside the houses. No one really uses a leash on cats (expect a few maybe..heh) and if so, in the urban areas as well. When you go a bit further into rural areas the cats are kept free, outside or inside. Also cats really don't care about winter, my cousins cats are happy to stay outside during the winters too :)
